A transformed infrastructure landscape in Uttar Pradesh over 9 years - from expressways to multi-modal connectivity, marking a historic leap

Lucknow: Before 2017, Uttar Pradesh struggled with limited infrastructure and connectivity challenges. Over the past nine years, however, the state has undergone rapid transformation and has emerged as a growing logistics and industrial hub of the country.
The extensive expansion of expressways, airports, waterways, and multi-modal connectivity has not only accelerated the pace of development but also opened unprecedented opportunities in investment, exports and employment. In the coming years, this infrastructure will serve as the foundation for making the state a key driver of India’s economic growth.
Before 2017, infrastructure development in Uttar Pradesh was limited in scope. Only two expressways were operational, and overall connectivity remained relatively weak. Large-scale planned land identification and corridor-based industrial development progressed slowly.
High logistics costs and longer transportation times affected industrial competitiveness. The aviation sector also saw limited expansion, and the state was not widely utilized as a major investment destination. Additionally, no significant framework had been developed for waterways or multi-modal connectivity.
Over the past nine years, Uttar Pradesh has made remarkable progress in infrastructure. From just 2 expressways in 2017, the number has now increased to 22, including 7 operational, 5 under construction, and 10 proposed. Nearly 55% of the country’s total expressway network now passes through Uttar Pradesh.
Along these expressways, about 5,300 hectares of land across 27 locations in 26 districts have been earmarked for industrial development. The formation of the Bundelkhand Industrial Development Authority (BIDA) has also laid the foundation for a new industrial city after 47 years, accelerating multi-dimensional development across 56,662 acres.
The state has also improved significantly in exports. In the Export Preparedness Index 2024, Uttar Pradesh has risen to 4th place from 7th in 2022. Among landlocked states, it ranks first, reflecting strong policy support.
Improvements in the logistics sector have reduced transportation time and costs, enhancing industrial competitiveness and strengthening investor confidence.
Connectivity across water, land, and air has been strengthened. The country’s first multi-modal terminal has been established in Varanasi, while terminals and freight villages are being developed in Ramnagar, Chandauli, Mirzapur, and Ghazipur.
Road construction has also accelerated, with an average of 19 kilometers of roads being constructed, widened and strengthened daily.
The aviation sector has seen major expansion. Currently, 16 airports are operational, including 4 international airports, while 8 more are under development.
The goal is to make Uttar Pradesh the country’s largest logistics and industrial hub in the coming years. With the commencement of operations at Jewar International Airport, the state will become the first in India to have 5 international airports, further boosting global connectivity and investment.
Expansion of multi-modal connectivity, strengthening of the expressway network, and development of industrial corridors will further reduce logistics costs and promote business activities.
Through export-oriented policies, an investor-friendly environment, and modern infrastructure, Uttar Pradesh is poised not only to become a major investment destination but also to generate large-scale employment and drive economic growth.
